His cape was perfect...
Also, I meant to mention before: Most of the art is indubitably JLGL, but I get an overwhelming Gil Kane vibe from the green-cap guy in the second panel — and to a lesser extent a Don Newton vibe from the Wayne-murder figures. Could the page have gotten passed around the bullpen for fun some afternoon when freelancers were in to pick up their checks?
At this point in DC history, anything is possible!
