Delaware. I'm sticking with Delaware. My evidence? Pre-Crisis, Amazing World of DC Comics had it there. New York would just be too blamed crowded if NYC, Metropolis, and Gotham City were all located there, whereas having Metropolis and Gotham separated by a massive bridge between South Jersey and Delaware is awesome. Post-Crisis, Lex Luthor would undoubtedly set up shop in a state favorable to corporations. (Post-Flashpoint, DC's USA has 52 states for all I know.)
One of these days I want to do a post about how the history of Delaware might have changed with Metropolis in it!
