That's definitely Schaffenberger. And it's familiar but I don't know where it's from. Schaffenberger did more Lois Lane covers than Superman or Action (except for touching up the women's faces over Swan); a quick look at the GCD cover galleries doesn't turn it up, though, so it could be repurposed splash-page art or something.
