Your ounny headline reminded me how corny Marv Wolfman could get when picking character names. Look at the Omega Men, aliens from far-off worlds: Primus? Tigorr? Seriously?
The "New" Cover is a collection of assorted objects rather than actions or characters, something rather unique for a comic cover. The composition is arranged so that we focus on the photo, the gun and calendar. It feels like you're trying to solve a mystery based on clues at a crime scene and feels very engaging. Also, theres gunsmoke, the gun has fired, something exciting has happened and that what I want to read about when I open it up.
Contrast that with the "Tales" cover were the Titans are in random pose mode. All the actions taking place feel very disconnected from one another, and I don't really understand whats going on. Also, the gun hasn't fired. Unless a gun is firing or has fired its not really that exciting.
I'd buy New Teen Titans over "Tales of the Teen Titans" in this case.
