'Are there no psychiatric wards?' asked Mayor Adams. 'Plenty of them,' said the gentleman, laying down the pen again.

'And Ryker's Island?' demanded Adams. 'Is it still in operation?' 'It is. Still,' returned the gentleman, 'I wish I could say it were not.'

'Many can't go there; and many would rather die.'

'If they would rather die,' said Adams, 'they had better do it, and decrease the surplus population.'
