Since the reprint book was titled Marvel Triple Action and the three spotlighted subjects were...
The Fantastic Four
Dr Doom
The Silver Surfer
...that the cover had all three!
None of the reprinted stories' original covers had all three, so a new cover was required!
It ain't art, it's marketing!

I like "Triple Action's" diagonal sense of direction, but Sue and Black Bolt are just dead weight in this fight scene. FF #59 at least has everyone moving and a HUGE Explosion to really add some punch to the line "DOOMSDAY!" and I can believe it.
