The ICON cover is by Howard Chaykin. It's also #31, not #109. And it's November 1995, not May 1993.

Thanks, Bob. I put things together too late at night and was sloppy (forgot to update some elements of my template, it's corrected now). I definitely didn't know it was Chaykin (altho' I can see it now). Consider yourself Bull-Prized for spotting my haphazard posting!

A little-known fact: though National Periodicals kept it quiet for decades, Robin the Boy Wonder was also an unwed mother! (The stigma of unwed parenthood was stronger in 1940, necessitating the coverup to avoid scandal.)

Yeah, Chaykin's sloppy signature takes a while to get familiar with. There's an old letter column, BLACKHAWK, I think, where some readers are asking about it.
